It's just a part of life, in exchange for all of the wonderful parts about being here. But, landlords often blame the city when the problem is inside your building.

The city will come check your water situation for free and they will tell you if it is them or the building. Bring your phone to take video and pictures.
They will open the water supply pipe in your building connected to the city. It is often located near the front door of your building. The will use a wrench to open the pipe. If water is gushing out, take photos and video... CDMX is bringing your building the water which means your landlord is on the hook for the repairs.
You might be able to convince the city to get the building administrator to open the water pump room. Follow them in and get more photos and videos - your building probably has a cistern and pump system. If something is broken there or the cistern is not large enough for the number of people in the building, that explains your water shortage.
